I’m writing to ask that you don’t set HB 4313 or HB 4314 for a vote on the House floor. I’m very concerned about the impact that these bills would have on local governments in Texas.

Our cities, counties, school districts and other local governments are best positioned to respond to local needs and the priorities of local residents. Cities with polluted air need to be able to fund and accept funding for projects that will reduce air pollution. Cities with heat islands need to be able to fund projects to cool them down so that people can continue to live and work here in Texas. These are just a couple of examples of environmental considerations that would be banned under HB 4313.

HB 4314 interferes with local governments’ purchasing processes by preventing the consideration of any environmental criteria when doing procurement. A product or service that is delivered with less environmental harm is one that is delivering more value to the community by reducing negative impacts, including air and water pollution. The state should encourage – not prohibit – local governments to make smart purchases that maximize benefits of all types.

These are radical bills that are a major attack on cities and other local governments in Texas. They never should have made it this far, but you can do the right thing by ensuring they don’t move any further.
